Subsidize Yourself
The credit expired at the end of , but Congress extended it so that all projects under construction by the end of are eligible. In all, Congress has enacted 82 policies , overseen by nine different agencies, to support wind power. Depending on which factors are included, estimates for the cost of wind power vary wildly. Our analysis in an upcoming report explores this wide gap in cost estimates, finding that most studies underestimate the genuine cost of wind because they overlook key factors.
This also reduces the environmental friendliness of wind power. These plants create carbon emissions, reducing the environmental benefits of wind. The federal dollars encourage wind farm owners to produce power even when prices are low, flooding the market with cheap electricity. Dominion Energy, which owned both plants, blamed the artificially low prices caused by the PTC as one of the reasons for the shutdown.
As more reliable sources drop off and wind power takes their place, consumers are left with an electrical infrastructure that is less reliable and less capable of meeting demand. Another factor often overlooked is the extra cost of transmission. That means new transmission lines must be built to carry electricity to consumers.
Where the subsidies go
Although transmission infrastructure may be considered a fixed cost that will reduce future transmission costs for wind power, these costs will likely remain important. If we continue to subsidize wind power, producers will eventually expand to sub-prime locations that may be even further from population centers. This would feed demand for additional transmission projects to transport electricity from remote wind farms to cities.
Finally, federal subsidies and state mandates also add significantly to the cost, even as many estimates claim these incentives actually reduce the cost of wind energy. In fact, they add to it as American taxpayers are forced to foot the bill.

That includes the impact of state mandates, which end up increasing the cost of electricity on consumer power bills. It is difficult to quantify some factors of the cost of wind power, such as the cost of state policies. In future reports, Strata will explore the true cost of producing electricity from solar, coal, and natural gas. Until those reports are completed, it is difficult to accurately compare the true cost of wind to other technologies, as true cost studies have not yet been completed.
Warehousing is a good option if you are using the printer's fulfillment and shipping services. How much control do I have over the production process? With commercial and subsidy publishers, the author's input usually ends with the delivery of the manuscript.
Daycare subsidy woes: When the system lets you down
In self-publishing, you have complete creative control over the development of your product. A book producer will offer you a menu of services; you pay only for those you need. If, for example, you're experienced in desktop publishing, you might choose to design your own interior layout, but contract for an artist to handle the cover.
You should be able to review and approve any suggested designs, layouts, fonts, etc.
Who sends books to reviewers, and who pays for it? Some subsidy publishers may ask you for a list of potential reviewers; others have their own lists. If you self-publish, sending out review copies is entirely your responsibility, but since the books already belong to you, you won't pay anything "extra" for those copies.
Who handles marketing and advertising? In this case, regardless of whether you choose subsidy or self-publishing, the answer is "you. It is up to you to determine what your target market is and how to reach it, and up to you to pay the costs of reaching that market.

A key question to ask yourself, therefore, is whether the benefits of a marketing campaign outweigh the costs, based on whether you receive all sales proceeds or only a percentage in royalties. What is the cost? Neither subsidy publishing nor self-publishing is cheap; both will cost you thousands of dollars.
Subsidy publishing requires a large investment up front; self-publishing may involve a smaller initial payment the cost of producing and printing your book , but also involves the ongoing costs of marketing, publicity, warehousing, book packaging and shipping, and so forth. Your first question, therefore, should be whether you can afford to finance your book at all; your second should be "what do I want to get for my money?

Dealing with subsidy was a paperwork nightmare, with accusatory check-ins set up to make it seem like you are lying to them, rather than working your hardest and trying to keep your child in daycare. One low-income family I know—where the mom was in her early 20s and in full-time university and working full-time—was forced to put her entire tax return toward daycare. Wrap your head around that one! The same rules apply to business owners, roofers, hairstylists and writers.
