The authors argue that automating logging mechanisms would not only improve efficiency in forensics operations but also prevent new privacy violations through the logs. Focusing on intentional misuses from insider threats, " AccountableMR: Toward Accountable MapReduce Systems " proposes a MapReduce model for distributed file management systems that detects misuses by annotating all data flow with usage restrictions based on the reasons for access to a data collection.
Such usage reasons are given as a taxonomy and can be verified for compliance with an intended purpose.

Huseyin Ulusoy and his colleagues implement AccountableMR on top of Apache Hadoop and evaluate it over datasets from Twitter, Google Images, and a simulated hospital database. The authors argue that the implementation enforces fine-grained access and usage control for the price of a small overhead for generic MapReduce computation.
The detection algorithm uses ontologies and description logic to detect and prevent various categories of violations determined based on a survey of Facebook users , and performs well in large networks compared to other approaches over multiple violation scenarios. The authors state that PriGuard helps achieve accountability in social networks by initiating on-demand and proactive violation checks.

Maxwell discusses privacy challenges related to patient consent and data segmentation in precision medicine, which aims to bring genomics and social determinants of health into the diagnosis and treatment processes to improve care. Ensuring accountability is crucial for preserving data security and privacy in modern information systems, but efforts should not detract from user flexibility. Software should allow users to carry out their tasks without too much interference, but whenever a user misbehaves, the software should be able to hold that user accountable.

Those documents have a lot in common and provide helpful non-binding guidance. In this and the next post, we will analyse those guides and extract the key takeaways for private sector organisations. According to the guides, the two key components for creating a comprehensive PMP are organisational commitment and program controls. In addition, PMPs need to be continuously assessed and revised. Organisations need to implement an internal governance structure that fosters a culture of privacy.
Organisations need to put in place adequate program controls to ensure that what is mandated in the governance structure is actually implemented. There is no one-size-fits all solution as to what constitute adequate program controls.

Once built and implemented, a PMP needs to be maintained through ongoing monitoring, assessment and revision to ensure its ongoing effectiveness. It should never be considered a finished product. While issued by national regulators, the respective guides are universal in scope. In the absence of guidance from their local regulators, privacy professionals from anywhere in the world looking to build PMPs that satisfy regulator expectations would do well to consult them for guidance.
The Australian and French privacy regulators have also respectively issued guidance on getting accountability right but take a slightly different approach compared to the Canadian, Hong Kong and Colombian regulators in that they do not expressly refer to, or promote the implementation of, privacy management programs. The French data protection authority was the first European privacy regulator to release a standard outlining what accountability means in practice.
The French Standard, released in January , is intended to assist organisations in preparing for their future accountability obligations under the General Data Protection Regulation. Companies that demonstrate compliance with the 25 requirements of the French Standard will be able to obtain an accountability seal certifying their compliance.
