The Taming of the Phoenix
You can build and leave a large amount of space around it and try to cover the top before it gets out. Firstly after locating the Phoenix I continued to use the rare flower effect on it to slowly lure it closer to where I wanted it to fall.
After it ends you have a set timer and luck it's time to start building. Instead of intentionally trying to build to have it spawn in the trap I'm going to build a trap and use the rare flowers to lure it into the trap.

This saves time, energy and in general stress. Basically set down the Beho Gate where you think it will work the start placing pillars you want at least 5 ceilings going the length of the gate then extend the opposite way around 4 ceilings worth of space using the pillars to create a cage around the outside. This is wide enough for any flyer I listed above besides the Wyvern and Phoenix to fit through without a problem. You also can fit the Wyverns head in to help breathe fire onto the Phoenix if you are doing Wyvern taming method.
This will help get the Phoenix stuck in a corner and be less likely to move. It also gives the support needed to make the structure itself. When your done hopefully it will look better then my first one do note it doesn't need to look pretty to do it's job! Yours should hopefully appear as a less messy version of mine. As you can see I left little gaps in random spots to be able to move with my flyer in and out of the pin without having to open the door and risking the Phoenix escaping.

Now once the trap is built comes that waiting game. This can be a pain. Let's during that time look around at the trap If you have a flame thrower or flame arrows for your method go ahead and get some oil jars. These can help the taming speed. The whole pin is made basically of pillars so you can get away with throwing out a couple of jars like so.
Once the Phoenix is trapped it won't move a ton so usually you can get a large amount of its tame just from lighting those oil jars on fire.
The Taming of the Shrew
The second you see that animation start your going to your flyer you picked. Then hit rare flowers. Once that Phoenix turns to you Get in front if the trap leaving the Beho Gate open before hand and fly in and jump off the flyer. By now the rare flowers effect would have ended so the Phoenix won't harm you. Find a phenix during a heatwave and follow it until it ends.
The phenix will turn into ashes and land on the ground but will spawn right back at the same exact spot during the next heatwave.

Due to its fiery nature, the Phoenix can be easily spotted at night. During the day, however, it's more difficult to find. This section displays the Phoenix's natural colors and regions. For demonstration, the regions below are colored red over an albino Phoenix. The colored squares shown underneath each region's description are the colors that the Phoenix will randomly spawn with to provide an overall range of its natural color scheme. Green values on a high-level creature are very good for breeding. If you have already tamed your creature you can try to recover the breeding-stats with an external tool. Even though a Fire Wyvern is said to be the best method of taming a Phoenix, trapping it with a Quetzal and using a Flamethrower is much easier and can be done before a Heat Wave ends. Any weapons you can wield while mounted and chasing the Phoenix will work. Be aware that fire tames the Phoenix instead of damaging it.
Try to use the Lightning and Poison wyverns to attack it, as the breath attacks are also long range. The Phoenix itself poses little to no danger to either the player or mounts. However, since the Phoenix can only be found during the Heat Wave event in Scorched Earth, beware of the temperature and nearby predators.
