The OMB thus ruled: In view of the foregoing, this Office finds [petitioner] Rosas guilty of Grave Misconduct. However, finding no conspiracy between [petitioner] Rosas and respondents Elmer Napilot and Ramon Ugarte, the case against Napilot and Ugarte is hereby dismissed for want of substantial evidence.

Petitioner's motion for reconsideration was likewise denied.
