If there is a value which is of value, it must lie outside all happening and being-so. For all happening and being-so is accidental. What makes it non-accidental cannot lie in the world, for otherwise this would again be accidental. It must lie outside the world. And thus the limits of the world cannot change. Interpreting Wittgenstein, especially the Wittgenstein of the Tractatus is always a fraught affair. There is no single, definitive reading of this text, and whatever one says about it is liable to be contradicted by someone else.
So what I offer here is not the answer, but I hope it is, at least, an answer. You write, following proposition 6.

Wherever you fall on the scale, professor of positivity Martin Seligman, director of the Positive Psychology Center at the University of Pennsylvania, says that optimism is a learned skill and that people can train themselves to be happier by changing the way they think and perceive the world.
