After introducing and explaining his thesis, the author looks at the history contained in the Bible from a governmental perspective.

From this he develops several principles for biblical not theocratic government. After briefly addressing the main spheres of government self, family, church, civil , he offers some examples where America has moved too far toward either libertarian government or totalitarian government such as education, morality, taxes, and economics.
