The single most beneficial thing to traffic safety, regardless of vehicle, is predictability. Making clear what your intentions are and when and how you want to achieve them. But if the other traffic can not see you, they can not predict what you will do.

Well, having used both an upright and a recumbent for commuting to work, I have the feeling that recumbents are actually slightly safer as long as you drive defensively. Both parked cars between the road and the bike lane and hedges are the most annoying things indeed. Whenever I come out from behind a row of parked cars and may cross the path of other traffic, I slow down and make sure it's safe. With hedges it's usually enough to sit upright for a few seconds my recumbent allows that because the handlebars aren't fixed but instead mounted on a hinge to see and be seen.
Eye contact is key! In all other situations your chances of being seen are as small as in any other kind of bicycle. I've been in countless situations where drivers in their cars didn't see me, because they don't look out. Some don't even look at the bike lane until their car is almost on top of it, so in any situation other than parked cars and hedges, my experience is that there's hardly any difference in visibility. In a lot of situations mainly where the speed limit is 50kph or lower where there are hedges or rows of parked cars, the best place for velomobiles enclosed recumbents is actually on the road.
After all this, why do I think a recumbent is slightly safer? Well, in case you do have a collision, you fall from a greater height on an upright, and you tend to fly forward head first, leading to more serious injuries. With a recumbent, your feet are first, so you're more likely to break your legs than your cranium. On top of that, most recumbents stop ridiculously fast, because you don't have to worry about braking too hard with the front wheel.

It's funny how I never hear anybody complain about how hard it is to see a Lamborghini or other low sports car, even though they're about the same height as a velomobile.
