The aesthetics just would not be pleasing to most people. They will also likely not do a Elsweyr game for similar reasons although it won't be as bad. They could do the Summerset Isles or Valenwood but both of those are kind of small.

Now obviously they can scale it to be as big as they need to be, and I'm not sure how III, IV, and V scale against eachother vs the in game maps but open world games these days are about maps as big as possible along with densely filled with unique things, so they need to be careful about how they do it. I would say the setting that is most likely to appeal to gamers is probably going to involve multiple provinces, either High rock and Hammerfell, Valenwood and Elseweyr, or Summerset Isles and Valenwood.

At least it doesn't end up with Skyrim. That would bring some interesting stories: Does the Thalmor win? On the other hand if we consider the towers lore, we still have to see the towers at Summerset and Valenwood. There is still another unseen tower yet, the one at Yokuda, but as the current state of that continent is undefined in the lore I don't hope to see that one in the next game. I'd love to see HighRock as a setting for the next game, but the only tie with the established lore I can think of are the Reachmen. But they don't seem to be a very risky menace, sadly just a minor struggle.

It seems like it's pretty easy for Bethesda to work around lore connections if they can just go to any period of time they need to. Depends on the writers. The Argonians can't revolt nor do they have the coin to leave, or even the weapons and magical talent to revolt. Most Argonians aren't mages, its clearly not their forte. Work on Conjuration is super easy. Get your familiars that will tank for you and later on do good damage and never go away. Have one hand dedicated to Destructive magic where you shoot from afar while your familiar tanks. The other hand dedicated to Restoration magic to heal yourself and followers which if skillful enough is hardly needed. Everything is easy to kill. Magic is easy to level too. Entire village is after you for killing a chicken.
